Brief:Commercial Development Appraisal of Colwy Bay Waterfront

What was undertaken?

The waterfront is an ambitious scheme intended to spearhead Colwyn Bay’s re-positioning as a vibrant family and watersports destination. To date, the scheme has delivered the Porth Eirias Watersports Centre, together with a regenerated clean sandy beach – both major new assets on this stretch of the North Wales coast.

However, with phases 2 and 3 of the waterfront currently at the planning stage with a deliberately loose product and activity mix, the Council sought advice on the commercial reality of the scheme moving forward, particularly in terms of:

  • Market appraisal of potential commercial investment opportunities
  • Options for a mix of opportunities
  • Market appraisal of values for the options (as per previous two points)
  • Nature, form and size of infrastructure required for the preferred options
  • Schedule of risks and tolerances to the Council
  • Advice on marketing for early delivery and occupancy of preferred option

The outcome

An extensive appraisal of options, development sites, best practice and developer/operator consultations culminating in a deliverable commercial development strategy for the waterfront as a whole. This provides vital commercial backbone to the exciting proposals and will ensure that the resort meets market and consumer requirements and continues an upward trajectory in the coming years.
